Wang Yongming believes that Xinjiang has four comparative advantages in developing the textile industry. One is the advantage of rich textile raw material resources.
Xinjiang’s textile raw materials have high output and good quality. Last year, they produced 2.479 million tons of cotton and nearly 500,000 tons of cotton linters, which accounted for more than one-third of the country’s current output. Among them, long-staple cotton production accounts for more than 90% of the country, ranking first in the country. At the same time, the output of wool accounts for 24.26% of the country, the output of fine wool accounts for 23.5% of the country, and the total output of flax accounts for 21.69% of the country, both ranking second in the country. Moreover, the viscose fiber production capacity has reached 690,000 tons, accounting for about 21% of the country's total scale over the same period, ranking first in the country. The second is the abundant advantage of low-cost energy supply. The average electricity price in Xinjiang is at a low level. At the end of last year, the installed power generation capacity in Xinjiang was 16.07 million kilowatts, an increase of 25.5%, and the power generation capacity was 65.3 billion kilowatt-hours, an increase of 19.5%. The investment in power grids has increased rapidly. The construction of 750 kV power grids in Xinjiang has been fully rolled out. The transmission and distribution grids of 220 kV and below have been continuously improved and strengthened to achieve 750 kV interconnection with the Northwest Power Grid. At present, the power cost of textile enterprises accounts for more than 10% of the total production cost. Reasonable electricity prices are beneficial to reduce production costs and increase benefits. The third is the geographical advantage of opening to the west. The central government has clearly promoted Xinjiang's opening to the west strategically, and has become an important gateway to China's opening to the outside world and a bridgehead to the west. During the "Eleventh Five-Year Plan" period, the highest textile and apparel trade volume exported from Xinjiang ports reached 10.7 billion U.S. dollars. Fourth, the Ministry of Finance has issued two special policy documents to provide freight subsidies for textile products produced with Xinjiang cotton and sold outside Xinjiang.
Construct two cities, seven parks and one center
Wang Yongming pointed out that the Xinjiang textile industry revitalization plan and the textile industry's ``Twelfth Five-Year'' development plan clearly proposed that it will focus on building ``two cities, seven parks, and one center'', that is, the construction of two textile cities, Shihezi and Aksu; Thirteen industrial parks with relatively concentrated industries have established seven key textile industry parks according to the development trend; Urumqi City will be built as a regional international textile and apparel trade center. At present, nearly 30 well-known domestic and foreign textile enterprises have settled in Xinjiang. Among them, the newly built and reorganized cotton textile projects in Xinjiang have reached about 3.4 million spindles, accounting for more than 75% of the total production capacity of the industry in Xinjiang.
Wang Yongming told the author that Xinjiang will take advantage of the strategic opportunity of the textile industry in the eastern coastal provinces and cities to transfer to the central and western regions and raw material production areas. During the "Twelfth Five-Year Plan" period, investment will attract more than 28 billion yuan. Promote domestic and foreign deep-processing textile enterprises and large groups with industrial chain advantages and sales channels to establish the front end of the industrial chain, build an inter-regional upstream and downstream industrial chain with close ties, and achieve an in-situ conversion rate of cotton yarn of up to two during the 12th Five-Year Plan period The conversion rate of cotton cloth is over 15%.
