Our institute is responsible for the Kashi Laboratory and Shache Laboratory. Instrument notarized inspection work. From 2005 to 2009, the Kashi Area Fiber Inspection Institute carried out a total of more than 860,000 tons of cotton instrumentation inspections, which has effectively promoted the implementation of the cotton inspection system reform in Kashgar. However, some problems have also been found in the work. The results of the work of the chemical notarization laboratory and the suggestions for the problems are summarized as follows:

    Results achieved

    1. Update and transformation of processing enterprises

    According to the national unified planning and layout, in 2005, only 3.5% of the total number of enterprises involved in instrumentation notarization inspections were included in the scope of inspection undertaken by our institute, and as of 2009, 88% of the total number of enterprises were instrumentation notarization inspections; Increase publicity, and send technical personnel to guide the company's technical transformation work to help them solve various problems; on the other hand, through the review of the quality assurance ability of cotton processing enterprises, the company's technical transformation work Carry out simulation assessments to promote the technical reform enterprises to pass the acceptance. As of the end of 2009, all technological transformation enterprises strictly completed the technical transformation in accordance with the requirements of the cotton quality inspection system reform and sent samples for inspection.

    2. Construction of laboratories and equipment

    随着棉花检验体制改革不断推进，喀什地区纤维检验所棉花质量仪器化公证检验的检验量逐年增加，为提高喀什、莎车两个实验室的工作质量，确保棉花仪器化公证检验工作顺利进行，2005年我所购置了1台HVI、恒温恒湿机组2台、空气压缩机1台，服务器1台；截止到2009年，我所喀什、莎车两个实验室共有16台HVI、恒温恒湿机组12台、空气压缩机5台、服务器4台。考虑到我所棉花仪器化公证检验工作的实际情况，2005年有4辆公检车辆，截止到2009年公检车辆增加到10辆。在2005年建成喀什实验室，2006年建成莎车实验室，2009年分别对两个实验室进行了改扩建。通过5年的建设和投入，我所棉花仪器化公证检验实验室的工作环境和检测能力有了较大改善，实验室的工作质量有了明显提高。

    3、实验室人员配备及培训情况

    2005年喀什实验室共有1名技术负责人、2名HVI操作人员、1名HVI维护人员、1名信息管理员、棉花检验师7人，随着实验室检验量和仪器设备的增加，为配合好棉花仪器化公证检验工作，根据仪器化公证检验工作的流程，结合我所人员实际，我所积极组织人员参加各类培训学习，截止到2009年我所现有注册棉检师12名、HVI维修人员8名、信息系统管理人员4名、HVI操作员50名（其中本所14名，聘用36名）、实验室聘用人员达到200余人。为了能将棉花质检体制改革工作开展好，全所干部职工主动放弃节假日，加班加点，不怕苦、不怕累，尤其是关键技术岗位人员时刻都能严格按照技术规程工作，严格履行岗位职责，全身心投，确保工作质量。

  存在的问题

    1、条码信息系统升级及售后服务

    棉花加工企业条码信息系统工作是否正常，在棉花仪器化公证检验工作中已经逐渐成为非常关键的环节。一旦条码信息系统出现了故障，整条生产线的工作都要停止，对企业来说在人员、生产效率、能耗等方面都造成损失。在条码信息系统方面有以下问题：1、售后服务。当条码信息系统出现问题时，就要求设备售后服务及时跟上，如果售后服务响应的太慢，企业的损失就会加大，在我区就出现过因为条码信息系统故障全厂40余名职工停工10余天的情况。2、系统升级。经过棉花仪器化公证检验的棉花在销售中，对棉花的回潮率、异性纤维、棉包重量等都提出明确的要求。但是某些企业因为在收购时把关不严，某些指标无法达到要求，由于利益的驱动，想方设法的修改条码信息系统相关数据，造成结果的失真。这些行为在第一时间很难被发现，但是可以通过硬件和软件对其进行控制，因此条码信息系统的升级就尤为关键。建议条码信息系统与回潮率在线测试单位，不断改进设备。

    2、棉花加工企业具有多条生产线

    部分棉花加工企业具有多条生产线，然而这些生产线并没有全部加入棉花仪器化公证检验，这就造成同一家棉花加工企业中，即存在逐包检验的棉花，又存在按批检验的棉花，按批检验为自行检验出证，检验的目光和等级相对棉花仪器化公证检验偏松，直接导致棉花质量问题。另外，今年，棉花加工资格证重新换证，新的棉花加工资格证是按照生产线发放，对于没有加入质检体制改革的生产线不予考核、发证，依据法律法规规定：“对于不具备棉花加工资质的应当不允许其加工棉花”。对于这类问题，目前没有明确的文件，说明如何处理。

    3、未加入新体制改造的棉花加工企业

    今年，棉花加工资格证重新换证，新的棉花加工资格证对于没有加入质检体制改革的企业不予考核、发证。目前我区仍然有少数企业没有进行新体制改造，对于这些企业，目前没有明确的文件，说明如何处理。

    4、棉花仪器化检验与监督的结合

Since 2005, it has always strengthened cotton quality supervision and management. From the beginning of the new cotton listing, it has done a good job of organic integration of instrumental notarization inspection and quality supervision from the following links: 1. During the inspection, learn more about the quantity, grade ratio and processing progress of the cotton purchased by each cotton processing enterprise, and understand the situation of cotton (especially low-grade cotton) as a whole; 2. Increase the bar code during the supervision and inspection process Check the working status of the information system, sample retention procedures, weighing equipment, etc., to avoid distortion of data such as moisture regain and weight; 3. Strengthen the supervision and sampling of the lint quality of the enterprise, and conduct a simple inspection of all cotton in the enterprise's leather noodle yard in a timely manner Check with the cotton instrumentation and notarization testing laboratory, and if there is a large deviation in the grade, start an investigation immediately; 4. Focus on the supervision and inspection of the cotton and linen second station, especially increase the inspection strength for low-grade cotton, and promptly check with the cotton instrument The chemical notarization inspection laboratory shall check and strictly investigate and punish fraudulent acts to ensure the quality of the cotton instrument notarization inspection.

    It is recommended that the National Bureau can systematically summarize the identification methods of illegal activities, key points of investigation and evidence collection, as well as the basis for case handling and case investigation methods in the new situation of cotton quality supervision in the new system, and promote them throughout the system.

    Under the new situation, the tasks on our shoulders are getting heavier, the requirements are getting higher, and the difficulty is getting bigger and bigger. There are still many problems waiting for us to explore and solve the cotton notarization and inspection work in the Kashgar region.
